2.1  Roles and Responsibilities at MUST-IUC UCoBS

There are three steering committees to ensure the overall management and decision-making of the MUST-IUC UCoBS partnership. These are the Local Steering Committee (LSC), the Flemish Steering Committee (FSC), and the Joint Steering Committee (JSC). This JSC brings together the steering committees that are composed of both sides, local and Flemish, and together they will monitor the implementation of the partner program. The committees are essential to ensure an effective MUST-IUC UCoBS partnership through active planning, implementation, monitoring, and evaluation. The committees will play an oversight advisory role and guide the entire management and implementation of Phase One. The administrative structure of the MUST-IUC UCoBS partnership, led by the local coordinator, will work closely with MUST administration during the implementation of Phase One. The partnership at MUST is centrally managed at the Project Support Unit (PSU). The PSU has a full-fledged secretariat and office managed by the project manager (PM), who takes care of day-to-day administrative responsibilities. The PM works closely with the local coordinator and team leaders in the implementation of project activities.

2.1.1 Local Steering Committee (LSC)

The LSC is the UCoBS project decision-making body at MUST.

The LC will chair the LSC meetings of the UCoBS project and report to the Top University Management through the Vice Chancellor (VC), who in turn reports to the University Council of MUST. Should the need arise, the LSC can co-opt additional members. The LSC will meet at least once a month. In addition, team leaders, team members, LC, and PM could have additional meetings as the need arises.

2.1.1.3    Responsibilities of the LSC

The LSC has the following roles and responsibilities:

  1. Ensure project team commitment to the successful delivery of MUST-IUC UCoBS
  2. Oversee the Project work plan, budget, and activity plan.
  • Make sure that appropriate mechanisms are in place to monitor not only implementation of MUST-IUC UCoBS partnership activities but also the change produced by the
  1. Ensure accountability for the delivery of all activities set out in the
  2. Ensure appropriate reporting of the project activities to MUST
  3. Facilitate networking with key
  • Assist as required with the promotion of the MUST-IUC UCoBS partnership at the university and beyond.

2.1.2   Flemish Steering Committee (FSC)

 The Flemish Steering Committee shall consist of

  1. The Flemish Program Coordinator (FC) as the Chairperson
  2. The Institutional Coordinator for University Development Cooperation (ICOS)
  • VLIR-UOS representative(s)
  1. All Flemish Team Leaders
  2. Should the need arise, the FSC can co-opt additional

 2.1.3 Joint Steering Committee [JSC]

 The JSC is the overall decision-making body for the MUST-IUC UCoBS Partnership.

2.3.3.1    Composition of JSC

The Joint Steering Committee is composed of the LSC and the FSC. Subject to the need and joint approval by both local and Flemish project coordinators, additional persons may be invited to JSC meetings.

2.3.3.2    Responsibilities of the JSC

The JSC has the following responsibilities:

  1. Ensure accountability for the delivery of all activities set out in the partnership
  2. Make sure that appropriate mechanisms are in place to monitor progress
  • Approve budgets and Activity Plans (AP)
  1. Facilitate networking with key stakeholders
  2. Ensure appropriate reporting of project activities to relevant steering committees and VLIR-UOS
  3. Assist as required with the promotion of the partnership.
  • Promote the availability of adequate resources for the successful implementation of the project and its sustainability post-VLIR-UOS funding
  • Handle dispute resolution

VLIR-UOS considers the Flemish Project Coordinator (FC) and ICOS (Flemish IUC Manager), the Local Coordinator (LC), and the Project Manager (PM) as their contact persons for the partnership. This means that all official communication (e.g., Annual Report (AR) and Activity Plan (AP)) is to be sent by them to VLIR-UOS. Similarly, all financial changes are to be discussed with the FC and the ICOS.
